SPECIFIC REGULATIONS:

1: ORGANIZATION
Malaysian
Masters Cycling Tour 2015 is organized by Malaysian Masters Cycling Association with
the collaboration of the Malaysian National Cycling Federation and fully supported by Tourism of Malaysia.
The event is managed by The Race Masters Resources.

It is held
under the regulations of the Union Cycliste Internationale (UCI) and the
Malaysian National Cycling Federation. It is held from 3rd-6th September
2015.

2: TYPE OF EVENT
The event is only open to AMATEUR road cyclist of the Men Masters with sub age category of:
Men Masters M: 30-34 years old
Men Masters M: 30-34 years old
Men
Masters A: 35-44 years old
Men
Masters B: 45-54 years old

3: PARTICIPATION
TEAM
CLASSIFICATION:
1. No team Classification for Category M30. / Only for Masters A and B.
2. Participating teams for each respective category MUST consists minimum of 4 or maximum of 6 cyclists of the SAME category.

Each team
must consist of 4 or 6 riders of the SAME category
to qualify for a Team Classification.
The event is
open to all local and International Amateur Masters Club Teams however NO NATIONAL RIDER allowed (2 years validation period)
Each team must be formed of minimum of 4 and maximum of 6 riders together with 2 officials.

4: RACE HEADQUARTERS
The team
managers’ meeting, organized in presence of the members of the Commissaires’
Panel. It is scheduled for 1500hrs, Date: 30th September 2015, (LOCATION
TBC)

5: RADIO TOUR
Race
information will be broadcast on the official Radio Tour Channel. The allocated
frequency will be announced at the Team Manager’s meeting.

6: NEUTRAL TECHNICAL SUPPORT
The
technical support service is provided by the MMCT team. The neutral support is
provided by means of three (3) sedan car.

7: TIME BONUSES
Bonuses as
per Article 2.6.019 of the UCI Rules will be awarded as follows:
Intermediate
Sprints : 3”, 2” and 1”
Stage
Finishes : 10”, 6” and 4”

8: FINISHING TIME LIMITS
Taking into
account the characteristics of each stage, the finishing time limits have been
set:
For
stage 1 the time limit shall be 20%
For
stage 2 and 4 the limit shall be 18%
For
stage 3 the limit shall be 25%
In
exceptional cases only, unpredictable and of force majeure, the commissaires’
panel may extend the finishing time limits after consultation with the
organizer as per Article 2.6.032.
In case
riders out the time limit are given a second chance by the president of
commissaires panel, they shall have confiscated the equivalent points
awarded to the winner of this same stage to their individual general
classification by point (article 2.6.032)
ARTICLE
9: FEEDING
Food and
drinks may be taken from Team vehicles after 50km from start each day and up
20km before the finish, behind the car of the Commissaire or as otherwise
indicated by a Commissaire.
Feeding
zones will be established as indicated on the route sheets. Only accredited
team staff are permitted to operate in this area. Feeding will be from
left side of the road only.
ARTICLE
10: CLASSIFICATION
The
following classification will be issued:
i)
General Individual Classification on Time (Tour Leader)
General
Classification on Time is decided by adding together the time taken by the
riders on each stage, less any time bonuses and plus any time penalties.
The rider
leading this competition after Stage 1 will wear the Yellow Jersey and receive
a daily award. In the event of a tie, the leading rider will be decided as
per UCI Regulation 2.6.015.
ii)
General Classification On Points (Best Sprinter)
The General
Classification on Points is decided by adding together the points
awarded for each intermediate sprint and each stage finish. The points are
awarded as follows:
Stage
Finishers: 15, 14, 13, 12, 11, 10, 9, 8, 7, 6, 5, 4, 3, 2, 1.
Intermediate
Sprints: 5, 3, 2, 1.
After Stage
1, the leader will wear the Green Jersey and receive a daily award. The leader
will be the rider with most points awarded on the designated sprints. In
the event of a tie, the leader shall be decided as per UCI Regulation
2.6.017.
iii)
Best Climber (King of Mountain)
The points
are as follows:
Category
1: 15, 12, 10, 8, 6, 4, 2, 1.
Category
2: 10, 7, 6, 4, 2, 1.
Category
3: 4, 2, 1.
After Stage
1, the leader will wear a Red Jersey. The leader will be the rider with the
most points awarded on the designated climbs. In the event of a tie, the
leader shall be decided as per UCI Regulation 2.6.017.
iv)
Malaysian Individual Classification On Time
Best Climber
is decided by points awarded on each designated climbs in the race.
The
Malaysian Individual Classification on time, for eligible riders registered
with Club Team/State, is decided by adding together the time taken on each
stage, less any time bonuses and plus any time penalties. The rider
leading in this competition after Stage 1 will wear a Blue White Jersey
and received a daily award. In the event of a tie, the leader shall be
decided as per UCI Regulation 2.6.017.
v) Team
Classification On Time
The Team
award is decided on the total time of first three riders in a team on
each stage, excluding time bonuses. In the event of a tie, the leading
team shall be decided as per UCI Regulation 2.6.016.
vi)
Malaysian Team Classification On Time
The Team
award, for eligible teams registered with Malaysian Masters Cycling Association,
is decided on the total time of the first three riders in a team on each
stage, excluding time bonuses. In the event of a tie, the leading team
shall be decided as per UCI Regulation 2.6.016.
ARTICLE
11: WEARING OF CLASSIFICATION LEADER’S JERSEY
The
following 4 race classification jerseys shall be worn daily:
· General Time Classification Leader – Flame Orange
· Sprint Point Leader – Checker Green
· King Of The Mountain Classification – Red Polka Dot
· Best Malaysian Rider – Purple Rain
Jerseys
awarded by the Organizer must be worn for the whole of the following stage. For
holders of more than one jersey at one time, the jersey to be worn shall
be that with the highest ranking in the order of precedence as indicated
above, and the other jersey(s) shall be worn by next rider in the relevant
classification.
ARTICLE
12: AWARD CEREMONY
As per
Article 1.2.112 of the UCI Regulations, the following riders must attend the
official awards ceremony:
· The top three (3) finishers of the stage
· The leaders of the following secondary
classification:
–
Individual General Classification by Time for Malaysian Rider (Purple Jersey)
–
Individual King of Mountain Classification (Red Jersey)
–
Individual General Classification by Points (Green Jersey)
– Individual
General Classification by Time (Orange Jersey)
– The
riders will present themselves at the podium in a time limit of 15 minutes
after crossing the finish line.
Before each
stage start (after stage 1), the jersey holders must appears in the racing
clothing for presentation to the public. Moreover, at the general finish
of the event, the following riders must also present themselves at the
final awards ceremony at Kota Iskandar, Johor on the 4th October 2015:
· The first three of the event
· The winners of the following secondary
classification:
– The
Team General Classification for Malaysian Team Champion
– The
Team General Classification (1 – 3)
– The
Individual General Classification by Time for Malaysian rider (1 – 3)
– The
Individual King of Mountain Classification (1 – 3)
– The
Individual General Classification by Points (1 – 3)
– The
Individual General Classification by Time (1 – 3)

13: PENALTIES
The UCI
penalty scale is the only one applicable.
ARTICLE
14: GENERAL
a)
Signing of Start Sheet
Sign-on
begins 60 minutes and finishes 15 minutes before the race start.
b)
Riders Number and Transponder
All riders
will be provided with a bike number to be affixed to their bike seat post and
timing chip (transponder) to be affixed to their left fork. Plus 2 body
numbers to be placed on the back of the jersey (lower part of the back for
better visibility)
c)
In-race communications
The use of
radio links or other means of remote communication with the riders is
NOT permitted in this race.
d)
Penalties are also provided for any rider or person who infringes the general
principles of the race, these regulations and internal disciplinary rules.
Moreover,
the race management has the right to dismiss person from the race for
the following reasons:
· Improper behaviour
· Act of vandalism
· Breach of the regulations
· Fraud at customs
e) The
drivers of all race and team cars shall obtain the express agreement of the
Race Director before allowing any additional accredited passengers in
their car.
f)
Media personnel wishing to travel in vehicles other than media vehicles or
motorbikes must also obtain the express agreement of the Race Director.
Please note that failure to complete this procedure will nullify the
vehicle insurance and the driver will become responsible for any claims
from passengers and other drivers.
g) Only one
(1) team car may follow the race.
h) Any
team wishing to apply advertising material to vehicles provided by the Race
Organizer must receive the approval of, and apply it under supervision of the
Transport Manager or Race Director.
i)
Cyclist and team officials are warned not to urinate in front of public or in
front of worship houses (mosques, churches or temples) otherwise may face
penalty as stipulated in Article 12.1.040 (28)
j) All
foreign personnel are reminded that by Malaysian law, any trafficking of drugs
carries the mandatory death penalty.
g) Team
car:
i) LOCAL
PARTICIPANTS are required to provide their own team car at their own cost.
ii)
INTERNATIONAL TEAM, the Secretariat will provide a vehicle rental service
for the purpose of team car.
ARTICLE
15: ACCOMMODATION
a)
International cyclists/team which came before the event, the Secretariat only
provides 1 night stay the day before the event that is 30th September 2015. Any
lodging before the said date will solely be borne by the cyclists/team.
b) Airport transfer is only available on
the 29th September 2015. Please arrange accordingly to your arrival date.
ARTICLES 16: START TIME
a) Time handicapped will be given to the most higher age category:
Starting with Category Masters B (time gap)
Followed by Masters A (time gap)
Last to start - Masters M30
b) Time gap for the start will be decided by the Race Director and Chief Commissaire.
